What is the meaning of "cycles exceptes" on pedestrian zone?

Hi Glocals.


I would like to ask if somebody experienced something similar to what happened to me:


While slowly cycling across a pedestrain zone I was stopped by city police and ordered off the bike. I said I saw the Pedestrian zone sign, and also the plate below it reading "cycles exceptes" so undestood cycling is allowed here. They did not pay any attention to what I was saying and just insisted on me getting off the bike. Feeling my argument is right I tried to convince them, how stupid of me ... of course in the end I got off and pushed the bike till the sign "End of pedestrian zone" - funny enough, "cycles exceptes" plate even under this one.


It really confused me ...Grateful for some expert judgments :)
