Honestly, I have not seen obligation to do it since many people leave unneeded stuff in front of buildings quite often.

The two actions are not synonymous.
Strictly speaking, it is illegal to leave unwanted goods on the pavement except on certain pre-arranged collection days.
On the other hand, it is perfectly legitimate to ask on a public site if anyone has a trolley-case to give away to someone in real need. Personally, I can’t offer a trolley-case but I do have a shopping caddie so p.m. me if that would help.
