rent/Regie problem

I have been renting my apartment since 1993 and have never had any renovation work done.  I undertand that I have the right to have one piece renovated every 10 years of tenancy.  In 2015, I wrote to my Regie asking for replacement of my kitchen countertop which was moldy and rusty due to the water sipping into it.  The Regie told me that the owner of my apartment has nothing against doing certain renovation work and he set up an appointment in April 2016, six months after my written request.  The owner decided to replace my kitchen countertop with one made out quartz, re-enamel the bathtub and replace my stove with a Vitro-ceramic stove.  The bathtub was re-enamelled a few months later as was the stove.  For the kitchen I had numerous estimates as the owner decided to replace all the kitchen furniture as well.  Nothing was done to my kitchen and I have been lied to and pushed against the wall, until I gave the Regie a last chance to do the work failing which I warned of consigning my rent as of 1 March 2018.  All of a sudden, I was contacted by a kitchen renovation company claiming that the owner wants them to do an estimate directly for her bypassing the Regie.  The estimate was accepted by the owner and I was called by the renovation company to say that the owner gave them a definite approval for the work, but I have nothing in writing.  They told me that the Regie will contact me regarding the Bon de Travaille.  I have not yet received the Bon and am a bit suspicious whether they are searching for a way to raise my rent.  My question is whether they can raise my rent since I am entitled to have renovations of two pieces for 25 years of residency and since I did not ask to replace the whole kitchen but only the damaged countertop as the rest was ordered by the owner, and since the work has not started yet, can they cancel the work if I refuse a rent increase?  Any help will be appreciated.

I would recommend talking to Asloca. They are a tenants associaton in Eaux-vives.

I endorse the advice given by other members.  Make an appointment with ASLOCA as soon as possible and take photocopies of all the relevant documents and any other papers you may have.
