I applied for the permit L and my visa D expired and I had an emergency case so I had to leave Switzerland two days after application , and I'm also registered the year before in the biometrics centre so I don't need to do that, now I had to leave and went on the commune and they said you should take a returning visa but I couldn't wait for that because they said it takes 10 days , so could someone tell me DOES PERMIT PROCESS STOP WHEN LEAVING,since they said in the commune you have to be here, can it arrive at the adress and someone send it to me so i don't have to start again from visa application.
