It is what would normally be termed a social security card. It reflects your registration in the Swiss social system and is mandatory if you are employed by a company in Switzerland.
You might be exempted either under a country-specific bilateral agreement or under the EU bilateral agreements, if you are assigned here from abroad without a transfer of employment. In this case you can temporarily remain in your home-country social system and perhaps this is how your husband is treated.

Well the card itself only proves that you have been registered (by your employer). The mandatory deductions from salary are state pension (5.05%), plus accident and unemployment insurance.
Health insurance is, with a few exceptions, also mandatory but is your responibility to sort out. See www.comparis.ch for quotes
