Yes, it is very difficult if you are not on site unless you ask an agent to find an appartment for you. They charge a percentage of the rent.

Another option is to stay in an appart'hotel the time you find your appartment, ie www.citadines.com/france/ferney.../geneve.html

I'm staying at a friend's while I search for a place... I just hope it won't take much more than one or two weeks! :S
