Well I find Cyprus great, there is next to 0% crime, no beggars on the streets.

Northern hemisphere in December... if really you want to beach, only warm-climate-close-to-Europe will be either Red Sea or Canary Islands.

Could try Ibiza - I think it is still nice in December. Red Sea is another good bet. Good luck!
