Has it occurred to you that Milan might not be my final destination, and that since I'd have to pass through it in any case by train, I would have been happy to pay the equivalent of a train ticket to somebody whose plan is going there by car (yes, some people happen to drive to Milan on a regular basis).
Nobody said I'll be needing a car once I get there. Nobody said I'll be visiting cities.
